Documents, plans, regulations and guidelines of the disaster management law of the country

The responsibility of enactment of all bills, executive regulations and enactment of the disaster management law of the country with the cooperation of related executive organizations were assigned to Natural Disasters Research Institute in August 2019.

Following the enactment of “the disaster management law of the country” in the public session on Monday 29th of July 2019 in the Islamic parliament of Iran, it’s notified by the letter number 68739 dated 26th of August 2019 by the president of the Islamic Republic of Iran, Dr. Hassan Rouhani to the ministry of Interior; National Disaster management organization became responsible for the enactment of documents, executive regulations and guidelines for the mentioned law.

In this regard, Mr. Esmail Najjar, Secretary of the supreme council of the disaster management and the courteous head of  National Disaster management organization of the country by the letter number 124089 dated 16th of September 2019 assigned the responsibility of enacting all of the bills, executive regulations and enactments of the disaster management law of the country with the coordination of related executive organizations to Natural Disasters Research Institute.

Following this notification, the secretariat of enactment of bills, rgulations and executive enactments of the disaster management law of the country was formed in NDRI and for preparing each of the documents related expert committees were formed.

The main topics of the activities of Natural Disasters Research Institute from the notification time of National Disaster management organization are as follows:

  • Formation of the secretariat of enactment of bills, regulations and executive enactments of the disaster management law; •    Planning, process identification and proposal of an organizational structure for plan development;
  • Preparation of data bank from high level documents and related documents with the subject of law; •    Preparation of a list of experts for proposed members of the leadership council, compilation committee and enactment committees;
  • Holding coordination sessions with National Disaster management organization of the country;
  • Preparation of the national strategic document of disaster management;
  • Formation of codification committees and following up sessions;
  • Request for introduction of a representative from organizations within item 2 of the law for their presence in committee’s sessions;
  • Determination of the responsible representative for preparing the manuscript, making contracts and follow up the project development;
  • Holding sessions of the integration committee and the leadership council for the coordination of the documents;
  • Holding focused group sessions to gather ideas from experts and the representatives of the organizations of the item 2 of the law;
  • Follow ups compilation of plans, regulations and guidelines.

In total, 20 expert committees including professors and experts of the related field for formulating plans, regulations and related codes to the disaster management law of the country were formed.

In each of the committees, the responsibility of formulating the manuscript of the intended document was assigned to a person/persons and to follow up the affairs related to the committee and for holding sessions, one of the colleagues of the secretariat of the compilation of bills, executive regulations and enactments for the disaster management law of the country cooperated as the committee secretary.

Moreover, the secretariat invited the representatives of the executive organizations subject to item 2 of the law and other relevant executive organization for planning, creating coordination and cohesion in executive, scientific and research aspects of the documents.
